You've heard of a fire engine...here's a fire bike!

Steve Moore, station manager in Skegness, is on secondment with the LRSP and will travel to Merseyside to see the bikes in operation.

The Lincolnshire force is only the fourth in the country to trialthe specially built BMW R1200 RT-P bike and aims to deliver a roadsafety message to bikers across the county.

Mr Moore said: "Since August I have been to bike nights and thebike was on show at the 999 day and carnival parade.

"The bike will allow me to actively engage with the biker communityand highlight some of the dangers that are associated withmotorcycles."

He explained that by having fast response vehicles, officers couldjudge the scale of the response team needed and advise onappliances required.

The scheme is funded by a grant from the Department of Transportand includes a Performance Plus project at Cadwell Park, wherebikers will get the chance to practice their road safety in theoryand on the track.

Mr Moore added: "The concept is to make us more proactive withbikers as we are with car drivers and passengers."

SMS roaming tariffs remain high in the Netherlands

The European Commission gave mobile network operators until the 1stof July to cut the cost of using mobile data services whiletraveling abroad. In response, several European operators,including Dutch mobile operators, have voluntary adjusted theirdata tariffs. This included roaming tariffs for sending textsmessages. However, the European Commission as well as governmentofficials still think data roaming is too expensive and have calledon operators to reduce tariffs further or face regulation.According to Viviane Reding, the EU information societycommissioner, she will introduce SMS pricing regulations in Octoberof this year. This research brief focuses in particular on currentSMS roaming prices in the Netherlands and neighboring countries.

Pilot injured in single engine air tanker crash

CRAIG, Colo. - A single engine air tanker crashed about 3 p.m. thisafternoon working the Flat Bush Fire, about 20 miles northwest of Meeker.

The pilot was conscious and mobile. He is being evacuated byhelicopter. The cause of the crash is unknown at this time and isbeing investigated.

The Flat Bush Fire was reported this morning at 10:25 a.m. onBureau ofLand Management land. It likely started last night fromlightning.

Two engine crews and two air tankers were working the fire. Theseveral-acre fire was increasing in activity at the time of thecrash but was not immediately threatening any structures.

Fire crews from northwestern Colorado have been working more than30 lightning-started fires since Sunday. Most are small fires lessthan anacre.

Crews are working four large fires:The 27,000-acre Mayberry Fire 32miles northwest of Craig is 50 percentcontained.

A heavy air tanker and two single engine air tankers supported the77 firefighters working this fire. Full containment is currentlyexpected on Thursday, and the fire is not expected to grow larger.

It burned in sagebrush and tall grass on a mix of Bureau of LandManagement and private lands. The one home and the 30 natural gaswells in the area have not been damaged. This fire started Sunday.

GM to Build Engine Plant in India

NEW DELHI --

General Motors Corp. will sign an initial agreement Thursday to build an engineand transmission plant for passenger vehicles in India, a seniorexecutive at its local unit said.

The plant will be set up at Talegaon, near Pune city, in thewestern state of Maharashtra, he said.

"We will be signing a memorandum of understanding with theMaharashtra government," said Ankush Arora, vice president incharge of marketing, sales and service at General Motors India Pvt.Ltd.

Mr. Arora declined to give details about the investment in the newengine plant and its capacity.

The plant will be built at the same location where GM hasestablished its second car factory in India. That factory isscheduled to start operations next week.

The Detroit auto maker has invested more than 14 billion rupees($320 million) to construct the Talegaon car plant. It will have aninitial capacity of 140,000 vehicles a year, which will expand GMIndia's annual capacity to 225,000 vehicles.

GM, which began its operations in India in 1996, currently makessix cars and sport-utility vehicles of the Chevrolet range,including the Spark minicar and the Optra sedan, at a85,000-unit-a-year factory in the western state of Gujarat. It alsoimports and markets the Captiva sport-utility vehicle. The automaker also has a technical center, including a design studio, inIndia's technology hub of Bangalore.

With glut of homes on the market, auctions gain in popularit...

A growing number of home sellers are dealing with the Valleyhousing market's harsh reality by taking their business intovirtual reality.

Purveyors of Internet-driven real-estate auctions say their customers operate in a parallel universe where the quick and thededicated are rewarded with great deals on foreclosed or unwantedhomes.

"We create a sense of urgency in a marketplace where there reallyis no urgency at all," said John McCann, president ofScottsdale-based National Real Estate Auction Corp.

McCann's company is just one of several home-auction firmsoperating in the Valley. National recently held an auction for 227properties in the Phoenix metro area, which he said was the mostever included in a single U.S. auction.

Home auctions, which usually include both Web-based and livebidding, appeal to sellers who've failed to find a buyer thetraditional way, McCann said.

"Where we really thrive is in a market where there's a glut ofhomes for sale," he said.

According to the National Auctioneers Association, gross annualrevenue from residential real-estate auctions grew nearly 47percent from 2003 to 2007.

While automobile auctions still dominated the industry in 2007,selling $87.8 billion worth of cars and trucks, the fastest-growingsector was real-estate auctions, generating roughly $58.5 billionin sales.

Air traffic system suffers outage

Boston's Logan International Airport was one of the hardest hit inthe country yesterday afternoon by an outage in the computer systemthat the Federal Aviation Administration uses to alert air trafficcontrollers about the paths of flights nationwide.

The FAA estimates there were possibly hundreds of flight delaysyesterday, but does not expect any flights to be affected today.This marks at least the second time the system has shut down thissummer: In June, a problem with the system also led to some flightdelays and cancellations.

Logan was initially among the most affected during yesterday'ssystem failure, along with airports in New York, Atlanta, andChicago. The FAA did not say how many delays there were at Logan,but said it might be able to provide more details today.

"The airports that were most hard-hit were in the Northeast," FAAspokeswoman Diane Spitaliere said during a conference call. "Thatis one of the things we are looking at: why some airports [had]more delays than others."

Matthew Brelis, a spokesman for the Massachusetts Port Authority,which runs Logan, said the airport asked its concessionairesyesterday to stay open longer, but referred all other questions tothe FAA.

Louisiana Moves On With Medical Home System Implementation

The head of Louisiana's Department of Health and Hospitals (DHH)has appointed a Medicaid Reform Committee to help guide the agencyin implementing a statewide "medical home" system called for bylast year's Health Care Reform Act (Louisiana Senate Bill 1).

Analysts say the medical home model can provide effective patient-centered care, but its effectiveness depends on the mannerof its implementation.

Integrated Health Care

A medical home system, also known as a Provider Service Network(PSN), integrates several different aspects of care provided toMedicaid beneficiaries. Such a system "incorporates the use ofhealth information technology and quality measures to create asafe, patient-centered, quality-driven, sustainable health caresystem for Medicaid recipients and low-income uninsured citizens,"according to a DHH release.

The agency says PSNs improve quality of care by creating apatient-focused atmosphere that encourages preventive health care,chronic disease management, and coordination of health careservices.

MEDFORD, Ore. -- Oregon health officials say toxic chemicals innail care products could put Oregon's 14,500 nail salon workers athigher risk of breast cancer or birth defects from inhaling orabsorbing the chemicals through the skin.

The Oregon Occupational Safety and Health Division and otheragencies say the 14,500 nail technicians in Oregon could be .

Most of the nation's nail technicians are women and work withchemicals such as formaldehyde, toluene, dibutyl phthalate andmethyl ethyl ketone. The chemicals are not regulated by the U.S.Food and Drug Administration and long-term health impacts have notbeen studied.

"The risk is not so much for the person getting the nailsdone," said Melanie Mesaros, spokeswoman for OregonOccupational Safety and Health Division. "It's for the womenworking there all day."

Last year OSHA and other groups banded to spread the word andprovide information about minimizing risks, as have other states.

A brochure has been distributed to many salons this year. Onesuggestion is to use a table with a built-in fan that vents to theoutside. These often are required in new salons subject to currentbuilding codes.

Nancy Gregory, who works at Beauty Nails II at Medford's RogueValley Mall, recalled working in a salon without adequateventilation. But Beauty Nails takes many of the precautions.

"We have a big circulating fan," said the 45-year-oldMedford resident. "It's really clean."

Gregory, who like many nail technicians is Vietnamese, said shewears gloves when necessary and washes her hands frequently.

Federal government deems 4 chemicals danger to humans

The federal government says four of the 19 chemicals it recentlyassessed are toxic to humans, although one of the four is so littleused that it has only been put on a watch list.

The list of 19 released Saturday is a preliminary finding under the2006 Chemical Management Plan, and starts a 60-day comment periodon the government's proposals for managing the substances.

Those plans range from adding the substance to a do-not-use listfor cosmetics to investigating floor sealers, latex paints, paintremovers/strippers, sealants/caulkings, floor polishs and cleanersfor DEGME (diethylene glycol monomethyl ether), the substanceCanadians are most likely to run into.

A health Canada release said four substances regarded "as a highhazard to humans and as having a high likelihood of exposure toindividuals in Canada" are:

DEGME, a widely used jet-fuel additive, pest-control product andsolvent. Somewhere between one million kilograms and 10 millionkilograms were imported in 2006. "The health effects associatedwith exposure to DEGME are primarily developmental and reproductivetoxicity and hematological effects, based on observations inexperimental animals."

2-MEA (Ethanol, 2-methoxy, acetate), an industrial solvent of whichless than 100 kilograms was imported in to Canada in 2006. "Optionsfor risk management for 2-MEA, among others, would be toinvestigate measures to reduce or eliminate the very small amountcurrently in use in Canada, and limit any future uses."

Japan's Mitsui Chemicals to make methanol from CO2

TOKYO, Aug 25 (Reuters) - Japan's Mitsui Chemicals Inc (4183.T:  said on Monday it would invest 1.5 billion yen ($13.6 million) tobuild a demonstration plant to turn carbon dioxide (CO2) intomethanol for petrochemical production and reduction of CO2emissions.

At the envisaged plant, about 150-160 tonnes of CO2 emitted fromits plant in Osaka, western Japan, will be combined with hydrogento produce about 100 tonnes of methanol a year.

It will be the world's first such plant, a company spokesman said.

The manufactured methanol will then be converted to petrochemicalproducts such as ethylene and propylene and aromatics such asbenzene, the spokesman added.

The company will start construction of the plant inside the firm'sOsaka facility in October 2008, with the plant scheduled to becompleted in February 2009.

Lyondell plants to pay $6.5 million to end Texas smog probe

Two Lyondell Chemical Company affiliates have agreed to pay $6.5million to resolve an investigation into their handling ofsmog-causing pollutants, the Texas attorney general announcedMonday.

The settlement involving seven chemical plants along the Gulf Coastcomes nearly two years after Attorney General Greg Abbott sued theoperators for thousands of violations of state and federal lawsmeant to protect air quality.

A state inquiry found that the plants, which are owned byHouston-based Lyondell and operated under the names of Equistar andMillennium, had released large quantities of harmful chemicals foryears without remedy.

Calif. Senate OKs bill regulating chemicals

The measure by Democratic Assemblyman Mike Feuer of Los Angelescleared the Senate Monday on a 21-15 vote and was sent to the stateAssembly to consider Senate amendments.

The bill would implement an agreement announced last week bySchwarzenegger administration officials and a group of lawmakers.

It would give the Department of Toxic Substance Control until 2011to set up a process to identify and regulate "chemicals of concern"in consumer products. The regulations could lead to labelingrequirements, use restrictions or even an outright ban.

Supporters want to give the department broader regulatory powersrather than let lawmakers decide which chemicals to ban.
